Achievements
Under NDP I, 577 sub projects with total grant assistance of Rs. 1759.97 Crore were approved and the utilisation till March 2020 was Rs. 1638.14 Crore. The total utilisation under NDP I including Rs. 405.72 Crore as EIA contribution and Rs. 194.47 Crore as NDDB and its subsidiaries contribution was Rs. 2238.33 Crore.
Under NDP I, 2456 High Genetic Merit Bulls (98 per cent of the target) were made available to A & B graded semen stations across the country which propelled the production of quality disease free semen doses to about 119 Million doses during the year 2018-19 (119 per cent of the target). The project also contributed towards lowering the cost of feeding per kg of milk by about 11.62 per cent as against project target of 7 per cent which resulted in increase of net daily income of milk producers by about Rs. 8000 per lactation of 305 days. Market access was provided to more than 16.88 Lakh milk producers. Overall, the project covered around 59 Lakh beneficiaries across 97,000 villages. Greater emphasis on transparency and fairness of milk procurement at the village level led to installation of more than 29,500 AMCUs/ DPMCUs and 4171 BMCUs under the project. Further, the project was instrumental in spearheading women empowerment in the dairy sector with more than 7.65 Lakh women (45 per cent) members enrolled as members at village level dairy cooperative societies.
Under NDP I, an innovation fund was established to promote new/ innovative activities related to Dairy Sector. Details of the activities approved under New/ Innovative is provided below:
A. Genetic Improvement and animal health management
1. Developing genomic selection methodology for various cattle breeds in India:
Use of “INDUSCHIP” for genotyping recorded animals of Indigenous cattle breeds & their crosses and developed appropriate model for estimation of Genomic Breeding values of HF crossbred, Jersey crossbred and Gir bulls.
2. Developing and validating genotyping microarray chip for buffaloes for genomic selection:
First of its kind medium density microarray chip “BUFFCHIP” was developed and close to 4500 Murrah buffaloes were genotyped using BUFFCHIP.
3. IBR control through inactivated marker vaccine
As per our evaluation study, more than 98 per cent of the IBR vaccinated animals housed in endemic environment remain uninfected for IBR during the study period
4. Promotion of renewable energy resources and ICT tools
Flexi Bio Plants: Total 1500 flexi-biogas plants of 2-3 cubic metre capacity were provided on 50 per cent grant basis as a pilot project to promote affordable & easy to use clean energy alternative at village level to 32 Milk Unions across the country. The interventions are expected to contribute an annual reduction of about 817 Metric Tonnes of GHG emissions (in terms of CO2 equivalent) owing to the replacement of LPG.
Solar Rooftop: Total 61 solar rooftop solar panel of 2KW capacity were installed at DCS’s on a pilot basis to reduce dependency on grid connected power supply.
Data management and use of ICT
Data logger systems for providing real time data on various parameters related to BMC functioning and a total of 69 Data loggers were installed on pilot basis covering 69 Milk Unions/ PCs across the country
Feed and Fodder
Pilot to test the effectiveness of the use of Moringa as a fodder crop was undertaken and the data is being collected for analysis and study.
The implementation of NDP I ended on 29 Nov 2019 as per the project closure date of World Bank and the financial closure was done in March 2020. By the close of the project, NDP I had achieved the project development objectives and the Intermediate Result Indicators. The activity wise physical progress is provided as Annexure II.
The World Bank has published the Impletion Completion and Results Report (ICRR) of NDP I and the outcome rating for NDP I is “Highly Satisfactory” which is the highest rating in the World Bank funded projects.
